What is the Commonwealth Conference?

The Commonwealth Heads of Government Meeting is a biennial meeting between heads of government directly, unlike other international multilateral talks. This event is held in the utmost secrecy, isolated from the media or even their own ministers of state. Under such conditions, the heads of government are free to discuss the most important issues at the highest levels without undue pressure or influence from the spotlight that is international politics. Its agenda is set by the attendees, giving this meeting great potential to address problems and provide solutions towards the goal of improving lives of citizens of the Commonwealth. In addition, the Commonwealth Heads of Government Meeting sets out to achieve consensus, a key concept that promotes co-operation and equality between the 52 member nations that attend the conference.

Who Can Attend?

This conference is appropriate to all levels, although those with prior debate experience may have a very slight advantage. CHOGM is split up into two parts, the moderated debate, and the Foreign Ministers' meetings. These two parts occur simultaneously. The moderated debate is run by university staff, with minimal interference. The rules for debate are simple (see below); delegates are encouraged to come up with creative ways to use the rules to their advantage. The Foreign Ministers' meetings are the opposite; there are no hard-written rules, although there will be staff on hand to ensure that things do not get too far out of control.

Sounds great! How do I sign up?

Delegates must sign up in teams of three (3); those that sign up as singles will be paired with another single delegate. Each team will represent a country, and is made up of a Head of Government, his Foreign Minister, and a representative of the press. The Head of Government will participate in the moderated debates, while the Foreign Minister will start off listening to the debates, and will be free to move between the moderated and the Foreign Ministers' meeting outside. All team members will alternate between the roles. The press will conduct interviews and write articles, and are free to move between both meetings.

How do I register?

Register at this this page. If you cannot find your school on that list, register as a head delegate here.

Once you've registered yourself, select a country from the list, and proceed with the registration form. While we cannot ensure you get your country choice, we will try to process requests as they come.

If you do not have a full team, don't worry. The planning team here at CHOGM will try to slot you into a team, and will provide contact information to coordinate between team members.
